When software used to be “vaporware” and we announced a date before we had a schedule that we inevitably missed we would say “it needs more bake time.” The problem here is “meeting the safety bar” is an internal goal. We have no idea what the safety bar has been before? What’s the hallucination bar? What’s the rogue agents escape bar?
