When @Peter_J_Beck started Rocket Lab in New Zealand, the country had no laws or regulatory framework for launching rockets into space. So Beck helped write the laws himself: "New Zealand had no space industry, so sometimes it's easier to start something from scratch & formulate it in a way that best makes sense than to try and integrate with a whole bunch of rules that don't fit."
